29:7

29:6	[All this] is in addition to the new moon offering, the regular daily offering; and their required meal offerings and libations, [which are] an appeasing fragrance, a fire offering to God. Milvad olat hachodesh uminchatah ve'olat hatamid uminchatah veniskeyhem kemishpatam lere'ach nichoach isheh l'Adonay.
29:7	The 10th of this month shall be a sacred holiday to you when you must fast and not do any work. Uve'asor lachodesh hashvi'i hazeh mikra-kodesh yihyeh lachem ve'initem et-nafshoteychem kol-melachah lo ta'asu.

Commentary:

in addition to...
Since Rosh HaShanah is also the first day of a lunar month, the new moon offering is also presented. The new moon offering comes before the Rosh HaShanah offering, because that which is brought the most often has precedence (Yad, Temidim 9:2).
