(Ramban; Cf. Sifra on Leviticus 1:1). Or, 'Still, by day.... God spoke [only] to Moses' (cf. Numbers 12:6; VaYikra Rabbah 1:13; K'li Yekar). Others connect it to the next verse, 'On that day in Egypt, when God spoke to Moses, (29) God spoke to Moses saying....' (Rashi; Ibn Ezra).
