When you approach a city to wage war against it, you must propose a peaceful settlement.
Ki-tikrav el-ir lehilachem aleyha vekarata eleyha leshalom.
20:11 If [the city] responds peacefully and opens [its gates] to you, all the people inside shall become your subjects and serve you.
Vehayah im-shalom ta'ancha ufatchah lach vehayah kol-ha'am hanimtsa-vah yiheyu lecha lamas va'avaducha.
