The king summoned to himself all the elders of Judah and Jerusalem.
Vayishlach hamelech vaya'asfu elav kol-zikney Yehudah viYerushalayim.

23:2

Then the king went up to God's house. All the men of Judah, all the inhabitants of Jerusalem, the priests, the prophets, and all the people, both small and great, went with him; and he read in their hearing all the words of the book of the covenant which was discovered in God's house.
Vaya'al hamelech beyt-Adonay vechol-ish Yehudah vechol-yoshevey Yerushalayim ito vehakohanim vehanevi'im vechol-ha'am lemikaton ve'ad-gadol vayikra ve'ozneyhem et-kol-divrey sefer haberit hanimtsa beveyt Adonay.
